Our Story
As the global floating renewable energy sector reaches a tipping point of significant commercialisation, Mooreast has strengthened its value proposition across multiple dimensions.
Founded in 1993 and listed on the Singapore Exchange since November 2021, Mooreast is building upon more than 30 years of proven mooring experience, adding senior professionals, increasing production capacity, opening up points of presence across multiple geographical locations and embarking on corporate actions.
That experience and track record are critical as advancements in floating wind turbine technologies have allowed wind farms to be built in deeper waters where conventional fixed-bottom foundations are not feasible.
Mooreast believes its unique blend of experience, technical competence, international partnerships and strong management position it as a global leader for mooring and rigging systems needed for the next phase of offshore renewable energy.
Board of Directors

Mr. Ong Yong Lok, Joseph
(Appointed since 24 November 2021)
Since 1981, Mr Joseph Ong has served in several senior capacity roles in Hong Kong-listed Tan Chong International Limited, including most recently as its managing director until 2016. He continues to serve as non-executive director of the company today. Mr Ong also has had experience with the Singapore Ministry of Defence from 1973 to 1978 and Straits Steamship Co Limited from 1978 to 1981.
A member of the Singapore Institute of Surveyors and Valuers, Mr Ong holds a Degree of Bachelor of Science from the University of Reading, and a Diploma in Quantity Surveying from the College of Estate Management.

Mr. Sim Koon Lam
With over 35 years of business and technical experience in the O&G industry, Mr. Sim Koon Lam established Mooreast Pte Ltd in Singapore in 1993 as Vryhof Anchors’ Asian subsidiary, before founding Mooreast Asia Pte Ltd in 2010.
With extensive operational and management experience in Marine, Offshore and Oil & Gas Industries, Mr. Sim has navigated through the multiple booms and busts in the industry, and as Executive Director, he leads the senior management team by providing strategic oversight and is involved in day-to-day operations.

Mrs. Elaine Sim
(Appointed since 3 March 2022)
Employed by Mooreast since 2005, Mrs Elaine Sim brings over 28 years of management experience, and oversees the Group’s commercial, human resource, administration, and IT functions. She is also responsible for strategising and driving key improvements to enhance quality and service standards.
As the management representative of the Group, Mrs. Sim works together with Mooreast’s ISO committee to ensure the Group meets the standards for quality management and safety. Mrs. Sim graduated with a BA (Hons) in Business Administration, the University of Portsmouth, UK.

Ms. Lee Sok Koon, Constance
(appointed since 24 November 2021)
An independent director of several SGX-listed companies, including SBS Transit Ltd, Japan Foods Holding Ltd, and Lum Chang Holdings Ltd, Ms. Constance Lee is an honorary member of the Fundraising Committee of Singapore Arts School Ltd, and an independent director of NUS America Foundation, Inc.
From 2012 – 2017, Ms. Lee was the Director of Operations in the Development Office of the National University of Singapore, and previously held senior roles at publicly-listed Lum Chang Holdings Limited and L.C. Development Ltd, overseeing finance, governance, tax, and communications for over 20 years.
Ms Lee graduated with a Bachelor of Accountancy (Hons) from the University of Singapore and is a member of ISCA and Singapore’s Institute of Directors.

Mr. Zulkifly Bin Zakaria
(Appointed since 24 November 2021)
Mr. Zulkifly Bin Zakaria brings extensive leadership experience, having held senior roles from 1994 to 2011 at UMW Holdings Berhad, one of Malaysia’s largest government-linked public companies, including Group Treasurer, Executive Director of UMW Corporation Sdn Bhd, and President of UMW Oil & Gas Berhad.
Prior to that, he worked in banking from 1976 to 1994 with Deutsche Bank AG, Bank Islam Malaysia Berhad, and ABN AMRO Bank N.V. A graduate of MARA University of Technology with a Diploma in Banking Studies, Mr. Zulkifly earned his MBA from the University of Wales, UK, in 1998.
Management Team

Mr Eirik Ellingsen
With over 35 years of experience, Mr Eirik Ellingsen has built a strong network within the global offshore wind industry across South Korea, Japan, Taiwan the Philippines, Vietnam and Australia, having held several key roles in the global offshore industry. His previous roles include Director of Offshore Wind in the Asia Pacific at Norwegian Energy Partners, Group Executive Director for Ferguson Group Ltd, and founder of Ferdocean AS where he now serves as Non-Executive Director.
Appointed Mooreast CEO on 1 January 2025, Mr Ellingsen’s role is to oversee Mooreast’s day-to-day operations and to position the Group as a key player in the global floating offshore wind market. Mr Ellingsen holds certifications in Business Sustainability Management from the University of Cambridge.

Mr Jaymes Sim
As Deputy CEO, Mr Jaymes Sim supports incoming CEO Mr Eirik Ellingsen in overseeing Group operations, strategic planning and execution of corporate strategies.
Having joined Mooreast in 2011 as a management trainee, Mr Jaymes Sim previously served as Mooreast’s Head Commercial, expanding the Group’s commercial activities, diversifying solutions and spearheading Mooreast’s efforts to grow within the offshore renewable energy market.
Mr Jaymes Sim graduated with a Masters of Business Administration from the University of Oxford, and holds a Bachelor of Commerce (Management and Marketing) from Murdoch University, Western Australia.

Ms Hedy Tan
Ms Hedy Tan has over 10 years of accounting and auditing experience across marine, manufacturing oil palm plantation and trading sectors. She currently serves as Head of Corporate Finance, where she manages corporate finance activities including any merger and acquisition activities, as well as the establishment of any new overseas subsidiaries.
Before joining Mooreast in 2021, Ms Tan was at Ernst & Young LLP as an Assistant Manager. Ms. Tan holds is a member of the Association of Chartered Certified Accountants (ACCA) and graduated with a professional qualification from ACCA.

Mr Barry Silver
Mr. Barry Silver serves as Head of Commercial, driving business development and strategic growth globally. As Managing Director at Mooreast UK and Ireland, Mr Silver is responsible for establishing the Group’s UK facility to support the floating offshore wind and renewables market.
With over 24 years of experience in offshore energy markets, Barry has held senior management and board-level roles across Europe, Singapore, and Australia. He is also a Non-Executive Director of non-profit organisation Inner Ninja Foundation and a member of the Australian Institute of Company Directors (MAICD).

Mr. Roderick Ruinen
Based in the Netherlands, Mr. Ruud Ruinen leads Mooreast’s structural and geotechnical engineering for anchoring solutions as Group Technical Director. He is also Managing Director of Mooreast Europe, where he is responsible for daily European operations.
With over 25 years of experience in offshore mooring and anchoring, Mr Ruinen previously served as Technical Director of Vryhof Anchors BV, overseeing engineering, research, and intellectual property. Mr. Ruinen holds a Master of Science (Civil Engineering) from the Technical University of Delft, The Netherlands.

Mr. Balakrishna Menon (Balu)
Mr Balu, the Group’s Engineering Director, brings 35 years of expertise in marine design, offshore engineering, and project management.
His career includes senior roles at Prosafe Production, BW Offshore, and Bumi Armada, focusing on designing station keeping systems and developing various turrets for FPSO projects.
He holds a Master of Science in Offshore Marine Technology from the University of Strathclyde, UK (British Chevening Scholar), and a Bachelor of Technology in Naval Architecture from Cochin University, India, with specialised training in the Netherlands.
